"WASHINGTON - Texas U.S. Sen. Ted Cruz, in his first public splash since seeking the presidency, clashed sharply with top Obama administration officials Wednesday over a plan he says will turn over control of the internet to an international body that includes authoritarian regimes such as Russia and China. Pressing for a policy rider to maintain oversight by the Commerce Department, Cruz accused the administration of ignoring a law barring the U.S. government from relinquishing control of the domain name system, even while planning is underway. Cruz's charge prompted an immediate rebuke from the panel's star witness, Lawrence Strickling, an assistant secretary for communications and information at the Commerce Department, who testified that his office has been mandated by Congress and a succession of administrations to prepare for the new system.
